Tacho stresses on revitalization of Fisheries Dept.
ITANAGAR, Aug 21: Animal Husbandry, Veterinary & Dairy Development and Fisheries Minister Rajesh Tacho stressed on revitalization of the Fisheries Department through efficient delivery of services.
Tacho, who held a meeting with the officials of the Department at his office chamber here on Sunday, said that there was an acute shortage of man power in the department, which is hampering in effective delivery of services. He assured to take up the matter with the Chief Minister for creation of few posts in the Department.
He also said that there was a meager allocation of fund to the Department, which needs to be enhanced to effectively carry out the departmental activities.
While instructing the DFDOs to stay in their respective places of posting, Tacho asked them to strictly monitor and report him about the fish production activities of govt. as well as individual fish farms and ponds from time to time.
The minister also gave emphasis on opening 'fish training centre' in every district/constituency to train the fish farmers on scientific fish farming practices for higher production.
"Fish ponds are like ATMs for the owners as they can immediately sell the fishes when there is an urgent need of money," Tacho said, and advised unemployed youths to take up fish farming as a source of income generation. He assured to extend all possible help to the interested fish farmers from the department for starting fish farms.
He asked the officials for proper distribution of fish seeds of government hatcheries to the beneficiaries.
Saying that the Fisheries Department was almost lying defunct for years, the minister sought cooperation from all the officials in his endeavor to make it as one of the best and revenue earning departments.
The meeting was attended by Director of Fisheries Department Joishil Taba and other officers and officials.
Ering to move Centre for permanent solution to flood problem in Namsai
NAMSAI, Aug 21: Arunachal East MP Ninong Ering on Sunday assured to take up the issue of recurring flood problem in Namsai district with Central Government for its permanent solution. The assurance came during his inspection to the main breach point of Noa-Dehing river at New Silatoo area. He also assured to provide some assistance from MPLADS fund to tide over the problem.
In a whirlwind tour to flood affected Lekang circle, the MP visited flood affected Dirak Miri, Mahadevpur-I, Mahadevpur-II, Mahadevpur-III, Mahadevpur-IV, New Silatoo, Kakoni, Mahaloni, Krishnapur-Woisali and Sitpani Moran villages under Namsai district.
He also interacted with the inmates of 4 numbers of relief camps still operational at Kakoni, Mahaloni and Krishnapur.
Visiting MP appreciated the efforts of the District Administration, various departments, PRI members, NGOs, youths of the area for conducting fast rescue operation of the marooned people, providing safe shelter and arrangement of adequate relief materials to the victims till now.
Sharing pain with the distressed people Ering has given away some cash money as a relief to all the affected people in Lekang Circle.

Pema for preservation of indigenous languages
Tatung Tachang winner of Nyishi Idol
ITANAGAR, Aug 21: Tatung Tachang of Kra Daadi district emerged winner of the Nyishi Idol (Season-5) at Nyikum Niya Hall, Nirjuli on Saturday.
Ram Tagang of Seppa, East Kameng and Bamang Ama were the first and second runners up respectively of the singing contest.
Chief Minister Pema Khandu presented the winner's award of Rs. 3.50 lakh to Tachang.
First runners up Ram Tagang and second runner up Bamang Ama walked away with Rs. 2.50 lakh and Rs.1 lakh respectively.
Gyamar Ako and Gemi Taping, who won the 4th and 5th positions respectively,
were awarded consolation prizes of Rs.70,000 each by Nyishi Elite Society (NES) president Bengia Tulom.
Speaking on the occasion, Chief Minister Pema Khandu called for preservation of indigenous languages and tradition expressing concern that with onset of modernity, most of the tribal communities are gradually forgetting their indigenous cultures.
"It is saddening that today many of our children do not speak in their mother tongue. As elders we must create an atmosphere conducive for our children to learn and speak in our mother tongue," he urged.
Chief Minister also observed that many educated youths who are today out of sync with their local cultures are finding it difficult to adjust in their society.
"No matter what we become in our life, we have to go back to where we belong. Once we retire, and we become old, we will find solace only amongst our own," he said.
Pema appreciated the organizing committee Nyishi Art & Culture Welfare Society (NACWS)'s efforts to explore the hidden singing talents among the youths.
Organizing Committee Chairman Ashok Sonam briefed about the ups and downs and the hardships faced by the committee during the three months of competition.
The NACWS has advised all winners to use the prize money judiciously for good purposes in stead of spending the money in unproductive activities.

It was past midnight when I got to know about the horrifying incident. It was all over our whatsapp group. Bomto Kamdak, a young APPS officer was killed near Seppa by an absconding criminal on the night of August 13.
But it was only in the morning that I realized I knew this officer. Though not personally but I had once read a letter by his name in this daily sometime back. The letter reflected his sincerity and how he was desperate to see his Arunachal overcome odds.
'When a police officer is trained so much, such officers come back home city with high hopes to do good for the society and bring peace in society guided by the law. It is to utter dismay that he finds little or no means, in terms of man-power, latest gadgets in crime control, transportation, electronic communication, a friend in disguise of a learnt, well-versed magistrate and district courts' - an excerpt from his letter expresses his despair as a police officer and in dealing with the situation.
The incident has shaken people across the state. With his bravery and single-minded devotion to duty, he has set an example for the state police for pursuing the call of duty even if it means danger to one's life.
While the state is still mourning the death of the young officer, we, as his fellow Arunachalees, can do our bits and make his dream come true of a vibrant state that he dreamt of.
As a citizen of this country - a country built on freedom, a country so dedicated to keeping its citizens safe - why aren't we more concerned with the well-being of those who ensure those rights? And it can only be done once our system is in place and with people thinking in the right direction. It will be accomplished once we begin differentiating right from wrong and standing up for what is right.
And like how Bomto wrote in his letter, 'Let's change our mind-set first, let's grow into each other in a symbiotic and healthy relationship. Let's love our neighbours and find peace in their peace. Let's follow traffic rules and let's not create lanes when there is a place of only two vehicles. 2 minutes of wait is worth and time saving than 30 minutes of traffic jam and agony,' change is needed and it is needed now. Until then, a sense of insecurity will always persist among the people.
Awareness programme on ‘Aazadi 70 - Yaad Karo Qurbani’ held at Tezu
TEZU, Aug 21: Special awareness programmes on "Aazadi 70- Yaad Karo Qurbani" were organised at Govt. Middle School, Duraliang and T. C. M. Govt. Upper Primary School, Lohit by Directorate of Field Publicity (DFP), Tezu unit on Aug 19 and 20.
Around 500 students including teachers participated in the programme.
In-charge, DFP, Tezu unit, Mihir Kumar Jha briefed the gathering about the freedom fighters and freedom movement in India. He informed that the 15 days long "Aazadi 70- Yaad Karo Qurbani" began from Aug 9th and will culminate on Aug 23.
Headmaster, T. C. M. Govt. Upper Primary School, S. K. Chawdhary and Headmaster, Govt. Middle School, Duraliang, A. Takaliang also spoke during the progremme.
Patriotic song and Quiz competition as well as speech competition among the children were also organized during the programmes and prizes were distributed to the winners.
Govt. apathy may lead to premature death of airport project: ACS
ITANAGAR, Aug 21: The proposed Greenfield Aiport in Itanagar will remain a distant dream and become a closed chapter, if the State Government does not act promptly, said Arunachal Civil Society (ACS).
According to ACS, the Union Ministry of Civil Aviation gave a notice to the state government in May, 2016 to provide the ministry with the revised land details and cost within a month from the issue of the notification.
But there has been no response from the State government even after 91 days have passed, claimed ACS chairman Patey Tayum. The finalization of DPR is possible only when the ministry receives the revised area/cost details of land, he said.
Arun Kumar, the Joint Secretary, Ministry of Civil Aviation in his letter addressed to the chief secretary had reportedly cautioned that the ministry will drop the proposal for construction of the airport, if the state government fails to respond positively to it within a month, said the ACS chairman.
It was also reportedly stated that if the state government doest not respond to the letter, it will be presumed by the ministry that the state government is not at all interested with the project, which will ultimately lead to premature death of the project, he said.
ACS appealed to the Chief Minister to remove all impediments to construct the airport; otherwise the most important project is likely to slip away.
Candlelight march to pay homage to Late Kamdak
ANINI, Aug 21: A candlelight march was held to pay homage to former DySP Late Bomto Kamdak at Anini on Aug 20 by the Galo Welfare Society, Dibang Valley District Unit and CoSAAP (DV).
Hundreds of people participated in the march which started from Power House, Anini and culminated at Circuit House. DHO Kirto Loyi read out a brief biography of the deceased.
The GWS unit also submitted a memorandum to the Governor for immediate judicial enquiry into the matter by a retired high court judge and immediate arrest of the accused. They also requested the Governor for his action on abolition of unlicensed gun throughout the state and the need for proper monitoring.
Officials nominated for study tour on oil palm cultivation technology in Malaysia
ITANAGAR, Aug 21: Two officials from the Department of Agriculture, T D Neckom, Deputy Director of Agriculture (Dev) and Idar Nyori, Agriculture Development Officer cum Assistant State Nodal Officer (Oil Palm) have been nominated for representation in the official Indian delegation to visit Malaysia to study and understand better Oil Palm production technologies.
The visit is being organized by the Union Ministry of Agriculture, Dept. of Agriculture & Cooperation.
It may be mentioned here that the Government of Arunachal Pradesh has embarked upon an ambitious mission on Oil Palm development and production programme in potential areas of the State.
Realizing the special circumstances regarding the cultivation, gestation, sustainability, production, harvesting, processing of Oil Palm and various other regulations for its production and processing, this visit to the leading Palm oil producer and exporter country in the world is expected to be a good opportunity to explore, understand advance technologies for the crop and help in programme planning which can be replicated in the State for the benefit and upliftment of the farming community, according to a departmental release.
Inter-club (Shotokan) competition
ITANAGAR, Aug 21: All Arunachal Pradesh Shotokan Karate do Association organized a competition among the karatekas of various Shotokan Clubs of Capital Complex to select the Best Fighters (Kumite) for future events at Headquarter Dojo, Naharlagun on Monday.
More than 100 student karatekas participated in it which was organized under the guidance AKA president Shihan Likha Tara, Technical Director Shihan S. Deven Sharma and All Arunachal Shotokan Karate Do Association president Sensei Tai Hipik.

SDSU seeks MO for Boleng CHC
ITANAGAR, Aug 21: The Siang District Students' Union (SDSU) in a representation submitted to the director of health services on August 19 last has appealed him to post a Medical Officer (MO) at the Community Health Centre (CHC), Boleng at the earliest.
Stating that the CHC has been functioning without adequate doctors and has been run by a lone MO (dental) for more than two years due to which the people are facing immense problem, the union in its letter also added that it has written several representation to the authority concerned earlier but till date its demand has not been heard.
Boleng, being the ADC headquarters has been catering to numerous villages with large population. The people of the entire area depend on the CHC for heath related issues as they find it difficult to go to other places seeking medical attention, the SDSU stated.
Many precious lives have been lost till date due to the non-availability of adequate doctors and medical staff in the CHC and non availability of doctors forced the people to either go to Aalo or Pasighat for medical treatment, the union said while demanding adequate man power for the CHC to cater the needs of the public.
Meanwhile, it was informed that the health services director has assured the look in the demands of the union.
Union conducts social service at Nari town

RUKSIN, Aug 21: Nari Koyu block unit of All Arunachal Pradesh Workers Union (AAPWU) with the help of Nari sub-divisional administration on Saturday conducted social service under its social welfare programme at Nari town in East Siang district, according to a press release.
About 50 union members (labour) cleaned the weeds and garbage scattered at market places, Community Health Centre and other government office premises in Nari township and also cleared the drains.
The union president John Ngupok, who supervised the social service, urged the township dwellers to keep the area clean. He also requested them to join their routine cleaning programme being conducted to mark the 'Swachh Bharat Abhiyan' mission.
AKDDSU to go ahead with bandh call
ITANAGAR, Aug 21: All Kra Daadi District Students' Union (AKDDSU) has refuted receiving any invitation/communication from the ZPC office of Kra Daadi for the August 14 meeting to sort out the issues/demands of the union.
Terming the press statement of the ZPC, which appeared in this daily on August 21 issue, as misleading, false and an malafide intention to confuse the public, AKDDSU said it will go ahead with the proposed 12-hr bandh call on August 23.
Essential services like milk van, ambulance, drugs houses etc have been exempted from the purview of the bandh, according to an AKDDSU release.
FLCC held at Chessa
ITANAGAR, Aug 21: Financial Literacy Counseling Credit Camp(FLCC) was held at Chessa-I village of Papum Pare district organised by State Bank of India, Naharlagun Branch in collaboration with North East Multipurpose Development Society(NEMDS) on Saturday.
The camp was attended by farmers, villagers and PRI members from the village.
R Pathak, AGM SBI Naharlagun was the resource person during the counseling.
Speaking on the occasion, NEMDS President Tapi Taku, highlighted the benefit of various central Govt schemes including Sukanya Samridhi Yojna and importance of Aadhar card.

Listen to the people's voice
The issue of civilian terminal is creating rift between people of Arunachal and the
defence establishment. Defence ministry is upgrading seven Advance Landing Ground
(ALG) in Arunachal Pradesh. Of these, 5 have already been made operational. Recently
Pasighat ALG was inaugurated by union minister of state for home Kiren Rijiju. Landing
of Sukhoi 30 MKI fighter jet marked a new era in India's defence preparedness in
the state. From the security point of view upgradation of ALG is extremely important.
However defence ministry is making huge mistake by not keeping provision for setting
up of civilian terminals in these ALGs. This move is strongly being resisted by the
people of Arunachal. Lands for ALG were donated free of cost by the locals. In return
people expect that atleast they will be allowed to make use of the facilities. People
of Ziro and Pasighat have already started massive movement seeking construction of
civilian terminal. Strong resentment is brewing up against defence ministry. Before
it gets too late, the concern authorities should interfere and pave the way for setting
up of civilian terminals. People of Arunachal always shared friendly relation with
the armed forces. Therefore the issue of civilian terminal should not be allowed
to harm this relation.

Dear Editor,
As per section 12(c), Independence Day Speech of Chief Minister Pema Khandu, a Staff
Selection Commission will be set up in the State to ensure fair and transparent recruitment.
This indeed is a laudable idea.
There is a saying “Better Late than Never.” We have meager population of 13.00Lakh
as per 2011 Census but in terms of maintaining fair and transparent recruitment system
our state is in very low position.
Conducting recruitment exam is a herculean task. Same applicants are applying various
post conducted by every department of the State. In absence of this much needed Commission,
department as well as applicants are tired of applying for post, depositing challan
etc and department are putting lot of effort in scrutinizing the documents, selecting
exam centres, conducting the exams etc.
The Commission shall recruit post like Peon, LDC, UDC, Stenographer, Junior Engineers,
all those which does not comes under Gazatted post. Form submission should be made
online and examination fee submission should also be made online.
On setting up of Commission, all departments should place their vacant post to Commission
for common recruitment and as per applicant preferences; they should be posted to
department.
This announcement should not be mere an announcement, necessary steps be initiated
at the earliest to ensure that next recruitment be made by State Staff Selection
in the Land of Rising Sun.

Give justice
Dear Editor,
Through the columns of your esteemed daily, I would like to draw the attention of
Deputy Commissioner (DC) of Krad-Daadi district and District Medical Officer (DMO)
regarding the advertisement (Adv. No. MED/Esst/KD/66/15-16 dated 2nd August 2016)
for the post of MTS and MPW.
As per advertisement copy, Govt of Arunachal Pradesh directed and issued a gazette
notification on 2nd June 2016 for requirement. So, why DMO Kra-Daadi gave advertisement
on 2nd August 2016 after long gap of two months? Why the advertisement was not published
in local news paper?
As per the advertisement issued on 2nd August 2016, the last date for submission
of application was 16th August 2016. After last date of submission, it was found
that maximum candidates were rejected due to minor error and it is due to short period
of time given to candidates for submission of application.
How could the candidates prepare with documents within a short period of time for
submission of application? State Govt had announced three days state mourning due
to death of former Chief Minister Kalikho Pul and it was Independence Day on Monday
and due to short period of time, large number of unemployed youths studying outside
the district could not apply for the post and the most of the applications of the
candidates, who had applied for within a short period of time were also rejected
on minor case. It seems that this entire interview process is only to maintain the
office formalities and appointment may have already been done?
Therefore, I request the concern authority to look into the matter and deliver
justice to the unemployed youths of Kra Daadi District.

Do not mutilate pages of history
Dear Editor,
Through your esteemed daily I would like to draw the kind attention of the concerned
authorities regarding a news item that appeared in the media that, “10 FREEDOM FIGHTERS
FROM NORTH EAST TO BE HONOURED BY CENTRE” probably on the occasion of 70th Independence
Day of the country. I do not have the latest updates on the matter so I am not sure
whether our freedom fighters have been honoured or not.
It is a very proud moment for all of us that out of ten freedom fighters, two are
from Arunachal Pradesh. But, alas! It pained me a lot to see that name of one prominent
freedom fighter is missing from the list. By saying so I clearly understand that
not all can find a place in the honoured list. But one thing is for sure that, if
he is being honoured for hoisting of national flag in Dipa of now Arunachal Pradesh
in 1947 and if he is being honoured for being arrested for working with congress
and distribution of pamphlet, he is none other MOJI RIBA.
With due respect to freedom fighter Lt Moj (Moje) Riba I would say that the contributions
of the freedom fighter as described in the media fits well with that of MOJI RIBA,
thus it should be MOJI RIBA and not MOJE RIBA.
Late Moji Riba was born in 1911 at Dari Village of West Siang, AP. He studied at
LP school Sadiya from 1923 to 1927 and in the end of 1927 he took admission in Mission
High School at Jorhat and studied there upto 8th standard. He left schooling in the
year 1931 to join freedom movement. During Quit India Movement and later part of
freedom struggle, Moji Riba worked closely with Gopinath Bordoloi and held secret
meetings at places like Sadiya, Shillong, Dispur, etc in connection with freedom
movement. His proficiency in Assamese was an added advantage for him to work with
leaders of Assam. Once he was arrested while he was distributing Congress pamphlet.
He was jailed many times during the freedom struggle and ultimately on 15th August,
1947, Moji Riba hoisted the National Flag at Dipa for the first time in Arunachal
Pradesh. Lt Moji Riba was conferred TAMRAPATRA by Indira Gandhi, signed by V.V. Giri,
the then president of India at Delhi in 1972.
Later on after two years, in the year 1974, Lt Moje Riba was also conferred TAMRAPATRA
at Shillong by K.A.A. Raja, the then Chief Commissioner on behalf of government of
India. Lt Moje Riba and few others from present West Siang District worked with Moji
Riba in his struggle for freedom.
Thus it is clear that contributions of Lt Moji Riba freedom fighter are wrongly matched
with the name of Lt Moje Riba. I sincerely hope that this is not a deliberate error.
With the above submission I beg to request the concerned authorities of both state
and central government to set the records right. Please do not hurt the great soul
of a great freedom fighter. Please do not mutilate the pages of history knowingly
or unknowingly.

Rationalize transferand posting
Dear Editor,
The Govt. had clearly ordered a certain period of tenure for posting of the officers
in a particular place through Gazette notifications. The maximum period of posting
in a particular place for govt. officer is 2 (two) years. But it is seen that most
of the officers are staying for more than 3-4 years in a particular place resulting
in involvement of un-official activities in their posting places.
Chances of corrupt practices increase as he/she is well aware of the locality and
its atmosphere. Further, they become arrogant by dint of over-staying in a particular
place. Therefore, the Govt. should strictly follow its order on transfer and posting
policy. Further, there should be rotational procedure for posting in hard as well
as soft places. While some officers enjoy their service tenure in soft places, few
officers are left to the mercy of God. This practice is more in engineering/works
departments. The present Govt. which has to prove its commitment of corruption-free
governance is expected to rationalize transfer and posting of the Govt. employees,
especially the high ranking officers of the state.
